Report: Hamas guilty of targetting civilians during clash with Israel In a rare instance of international condemnation of Hamas, Human Rights Watch has published a report blaming the Gaza Strip militant organization for civilian deaths in Israel and Gaza during November's Operation Pillar of Defense.
