Synagogue: Lagos certified foundation, says engineer

The Structural Building engineer who supervised the construction of the collapsed Synagogue Church Of All Nations building, Engr. Oladele Ogundeji, said on Friday that the Lagos State Material Testing Agency certified its foundation.

The six-storey building within the premises of SCOAN had on September 12, 2014 collapsed, killing 116 persons.

Ogundeji testified before the coroners inquest set up by the Lagos State Government to determine the cause of the victims death.

Ogundeji, who said he obtained his training in Building Technology and Building Engineering in Yugoslavia, overulled foundational defect as a possible cause of the collapse of the building, which he said had 28 columns.

According to him, the direction and the speed of the fall of the building were not consistent with structural failure.

According to the drawing and based on the geotechnical reports, the foundations were okay. This project is a technological cause, it can be verified.

Now, when we were working on site, we did not envisage that something like this would happen but after the collapse, an agency of the state, the Lagos State Material Testing Agency came to the site, they instructed that three bases should be excavated, they took some samples and carried out laboratory tests. They came out with the result; the concrete pad footing passed the test, the reinforcement passed the test and the columns passed the test. Apart from this, the foundation on site that the six-storey building stood upon are still there, they are intact, no rotation and no tilting, Ogundeji said.

He maintained that in spite of the stress as a result of the collapse the foundation still passed the test conducted by the Lagos State Material Testing Agency, adding that the results were already in the custody of the court.

Asked what would be the signs of a building that collapsed as a result of foundational compromise, Ogundeji said there would have been cracks in both the foundation and the wall, adding that the buidling would have been tilting weeks before its eventually collapse.

Demonstrating through a schematic diagram of board, Ogundeji said, If it is a structural failure, the whole building would not come down suddenly on no account and when it is coming down it would be gradual, it may take days, weeks or months and it can take 10 years and there will be cracks that even a layman will see it.

Jordi Savall & Hesprion XXI Perform Ottoman, Greek, Armenian, & Sephardic Music

On Friday, February 20, Jordi Savall returned to Berkeleys First Congreg-ational Church with his Hesprion XXI Ensemble to perform music from diverse Balkan, Iberian and Middle Eastern traditions. For some fifteen years, Jordi Savall has immersed himself in researching the music of the Ottoman Empire based in Istanbul. Of great importance in this research was The Book of the Science of Music by Dimitrie Cantemir (1693-1723), a Moldovan composer and music theorist who compiled in this work the most important collection of 16th and 17th century Ottoman instrumental music to have survived to the present day.

For Jordi Savalls current tour, Hesprion XXI is comprised of two oud playersDriss el Maloumi of Morocco and Yurdal Tokcan of Turkey; Turkish kanun player Hakan Gngr; Spaniard Davd Mayoral on percussion; an Armenan instrumentalist, Haig Sarikouyoumdjian on ney and duduk; Jordi Savall on viola da gamba; and a Greek santur player, Dimitri Psonis. (The latter was unfortunately unable to perform at Fridays concert due to ill health.) All these musicians have broad experience playing this repertoire of music. Yurdal Tokcan, for example, answered affirmatively when I asked if he had played with Ross Daly, the Irish troubador who lives in Crete, records with Greek, Turkish, and other musicians of many nationalities, and has done so much to foster our awareness of the cross-fertilization of Greek, Turkish, and other Balkan musical traditions. Daly hosts music festivals each summer in the Cretan village of Houdetsi where he lives. Central to the music played by Jordi Savalls group at Fridays concert is the makam, or mode, for Ottoman musical traditions are based on a complex modal system. Hesprion XXI opened Fridays concert by playing a makam ascribed to Dervis Mehmed and cited in Dimitrie Cantemirs aforementioned The Book of the Science of Music. Hakan Gngr on kanun, a zither type instrument that is plucked rather than hammered, began this makam, then was joined by Savall and the other musicians. The second piece, La rose enflorece, is from the tradition of Sephardic Jews who were exiled from Spain in 1492, many of which settled in Turkey. The third piece was a plaintive Armenian lament played on ney, a Pan pipe, by Armenian musician Haig Sarikouyoumdjian, accompanied by Jordi Savall with a soft drone on viola da gamba. The fourth and final piece of the first set was another makam cited by Cantemir.

The second set began with an Ottoman lament, which was followed by a lively Greco-Turkish song. Next came another haunting Armenian lament on ney or duduk, again accompanied by a subtle drone on viola da gamba. The fourth and final piece before intermission was another makam cited by Cantemir.

After intermission, Hesprion XXI opened with a Sephardic song from Sarajevo, Paxarico tu te llamas. Next came an Armenian song and dance, Al aylukhs, followed by another makam from Cantemirs book. This third set drew to a close with a Sephardic traditional song. The fourth and final set began with a plain-tive Armenian lament on ney or duduk, exquisitely played by Sarikouyoumdjian, followed by a Turkish-Greek song and dance, Koniali, which featured clicksticks played by percussionist David Mayoral. Next came the beautiful song Una pastora, which was first noted in a Greek play performed for the Greek community of Smyrna in the 1880s, but which is attributed to the Sephardic tradition. The final piece of the concert was another makam cited by Cantemir. Hesprion XXI also played an encore which featured oud player Driss el Maloumi on vocals. Following the concert there was a reception for Hesprion XXI at The Musical Offering, which enabled those who attended to speak briefly with Jordi Savall and his fellow musicians.

Prominent Russian opposition figure Boris Nemtsov shot and killed in Moscow; was Putin critic

MOSCOW (AP) - Boris Nemtsov, a Russian opposition leader and sharp critic of President Vladimir Putin, was gunned down Saturday near the Kremlin, officials said. Nemtsov was killed just a day before a protest planned against Putin's rule.

The death of Nemtsov, a 55-year-old former deputy prime minister, ignited a fury among opposition figures who assailed the Kremlin for creating an atmosphere of intolerance of any dissent. Putin quickly offered his condolences and called the murder a provocation.

Putin ordered Russia's law enforcement chiefs to oversee the probe. "Putin noted that this cruel murder has all the makings of a contract hit and is extremely provocative," presidential spokesman Dmitry Peskov said in remarks carried by Russian news agencies.

Nemtsov assailed the government's inefficiency, rampant corruption and the Kremlin's Ukraine policy, which has strained relations between Russia and the West to a degree unseen since Cold War times.

Ukrainian President Petro Poroshenko said on Facebook that he was shocked by the killing of Nemtsov, who he called a friend and a "bridge" between the two countries. He said he hopes the killers will be punished.

Partial shutdown? House rejects Homeland Security funding bill - deadline is midnight

WASHINGTON (AP) - The rebellious Republican-controlled House unexpectedly voted down short-term funding for the Department of Homeland Security late Friday, increasing the prospect of a partial shutdown at midnight of an agency with major anti-terrorism responsibilities.

The vote was 224-203 against the measure as 52 Republicans abandoned their leaders on the legislation.

"You have made a mess," House Democratic Leader Nancy Pelosi said accusingly to Republicans as the vote neared.

House conservatives say DHS funding lapse is OK if it puts pressure on Obama immigration order

WASHINGTON (AP) - Republican leaders eager to avert a partial government shutdown are getting heat from conservative colleagues who ask what the fuss is all about.

Numerous House Republicans say it's preferable to let the Homeland Security Department go unfunded for a few days, at least, if that's the cost of undoing a White House immigration policy they consider unlawful. These lawmakers say the impact on national security would be minimal, as would the political risks.

"Shutting down" the agency known as DHS "is a set of words that don't really have the meaning that people attribute to it," said Republican Rep. Mo Brooks of Alabama. "There was hardly any effect whatsoever on the Department of Homeland Security from the last shutdown, and I would anticipate a similar effect this time."

Brooks was referring to the 2013 partial federal government shutdown that Americans blamed mostly on Republicans, and which many GOP leaders have vowed not to repeat.

Republican Rep. Steve King of Iowa was equally dismissive.

JERUSALEM (AP) - Israeli Prime Minister Benjamin Netanyahu heads to Washington next week on a last-gasp effort to seal what he hopes will become his signature achievement: preventing Iran from attaining a nuclear weapon. But the centerpiece of the visit, a much-hyped speech to Congress arguing against the international community's emerging nuclear deal with the Islamic Republic, has been overshadowed by a damaging battle with the White House and electoral intrigue back home.

By accepting a back-door invitation from House Speaker John Boehner that bypassed the White House, Netanyahu has inserted himself into the heart of the bitter U.S. partisan divide and seen his already troubled relations with President Barack Obama's administration reach a new low. In exceptionally harsh language, the U.S. national security adviser, Susan Rice, has called the speech "destructive."

At home, Netanyahu is being accused of cynically turning the speech into a campaign stop ahead of March 17 elections, insisting on confronting Obama to distract from scandals and domestic issues dogging his re-election bid. The uproar has even pushed aside debate over his key argument that Iran's nuclear weapons-making capabilities will be left largely intact.

The contractor, who built the collapsed Synagogue Church of All Nations six-storey guest house, Mr. Akingbola Fatiregun, said on Thursday that the building was constructed following best practices.

Fatiregun also said that though the foundation of the building was meant for a six-storey building, it was constructed in such a way that it could have conveniently supported four additional floors.

The contractor, whose company, Hardrock Construction and Engineering Limited, executed the project, therefore, he said he was shocked to learn that the building collapsed.

Fatiregun appeared before the Lagos coroner, Magistrate O.A. Komolafe, probing the cause of death of about 116 persons, who perished in the collapsed building on September 12, 2014.

He said his company had existed for 11 years and had carried out major projects, not only in Nigeria but in Ghana, Niger Republic and the United States, adding that the SCOANs collapsed building was not due to structural defect.

Fatiregun said, On my visit to the site of the collapsed building, I observed that the pattern of the collapse was inconsistent with structural defect and suggested that the collapse could have been caused by other factors.

Structural failures have peculiar ways of falling but this one was unusual. From my observation, the building came down symmetrically as if it was guided. The fall appeared as if a method of bringing down a building was applied.

Buttressing his position, the contractor pointed out that during a joint post-collapse inspection of the debris by himself and the officials of the Ministry of Lands and Housing, he observed that the foundation of the building was still intact.

Taking the coroner through the construction process, the contractor said his company supplied the manpower and the equipment used while the SCOAN procured and supplied the building materials, such as sand, cement, quarry and reinforcement.
