Spanish-speaking Israelis complained that Spains legislation for the naturalization of Sephardic Jews has been rendered symbolic because of changes to a bill that would formalize the procedure.

The changes to the government-supported draft bill were introduced last month during deliberations at a congressional committee ahead of a vote by the Spanish Congress scheduled for Dec. 16, Leon Amiras, chairman of the Association of Olim from Latin America, Spain and Portugal, told JTA on Sunday. Olim are people who immigrated to Israel under its law of naturalization for Jews and their relatives.

The revisions that render the bill declarative but ultimately meaningless, he said, include a demand that applicants be tested in Spain by a government-approved notary on their knowledge of Spanish and Sephardic culture. If they pass, applicants would need to return to Spain at a later date for another procedure.

The current draft bill is based on a text approved earlier this year by Spains ministerial committee on legislation. It stipulates applicants must have cultural and linguistic ties to Spain, and lineages accepted by recognized rabbinical authorities as Sephardic and thus traceable to Jews who resided in Spain before the mass expulsions of Jews that occurred after the 1492 inception of the institutionalized, religious persecution of Jews known as the Spanish Inquisition.

Speaking in the Spanish Congress on Dec. 2, Spains newly-appointed justice minister, Rafael Catala, said the law on the Sepharadim would correct a historical error.

But citing the insistence that the application process happen in Spain rather than through its embassies, Amiras said the new stipulations mean the law would be an empty gesture. Ordinary would-be applicants are not going to jump through these hoops.

Ashkenazi,plural Ashkenazim, from Hebrew Ashkenaz (Germany), member of the Jews who lived in the Rhineland valley and in neighbouring France before their migration eastward to Slavic lands (e.g., Poland, Lithuania, Russia) after the Crusades (11th13th century) and their descendants. After the 17th-century persecutions in eastern Europe, large numbers of these Jews resettled in western Europe, where they assimilated, as they had done in eastern Europe, with other Jewish communities. In time, all Jews who had adopted the German rite synagogue ritual were referred to as Ashkenazim to distinguish them from Sephardic (Spanish rite) Jews. Ashkenazim differ from Sephardim in their pronunciation of Hebrew, in cultural traditions, in synagogue cantillation (chanting), in their widespread use of Yiddish (until the 20th century), and especially in synagogue liturgy.

Today Ashkenazim constitute more than 80 percent of all the Jews in the world, vastly outnumbering Sephardic Jews. In the late 20th century, Ashkenazic Jews numbered more than 11 million. In Israel the numbers of Ashkenazim and Sephardim are roughly equal, and the chief rabbinate has both an Ashkenazic and a Sephardic chief rabbi on equal footing. Jay Leno Presents Michael Bloomberg 'Jewish Nobel Prize' in Israel

More than three months after hanging up his hat as host of NBCs The Tonight Show, Jay Leno has found a new holy audience for his comedic chops.

The 64-year-old late-night alum made his inaugural visit to Israel this week, where he hosted the first annual Genesis Prize ceremony, held in Jerusalem. The first-ever recipient of what has been dubbed "the Jewish Nobel Prize" is a fellow high-profile figure who exited his own public position this past year: former New York mayor Michael Bloomberg.

The main event during the Thursday night ceremony saw Jewish-American business magnate Bloomberg awarded the Genesis Prize, which came with $1 million, which he announced he will use to establish a new fellowship under the auspices of the Genesis Philanthropy Group. Meanwhile, Lenos emceeing duties included his very familiar monologue setup, starting with him noting that the event was not unlike most Hollywood award shows, only with fewer Jews.

Leno's mostly political quips included references to ongoing media reports about the tenuous relationship between President Obama and Israeli prime minister Benjamin Netanyahu, reminding the audience that May is Jewish American Heritage Month in the U.S., with Obama "calling it an opportunity to renew our unbreakable bond with the nation of Israel. And he knows its unbreakable, because hes been trying to break it for the last five years.

Leno also joked about U.S. Secretary of State John Kerrys role in trying to broker peace talks between Israelis and Palestinians in recent months, explaining he did some research ahead of his visit: According to the Central Bureau of Statistics, here in Israel the most popular boys name is Noam. Noam is the most popular boys name in the country. The least popular boy's name? John Kerry.

Leno also familiarized himself with local indicted headline makers for his monologue, taking shots at former Israeli president Moshe Katsav, who is currently serving a seven-year sentence for rape, indecent acts, sexual harassment and obstruction of justice, saying Israel had some great leaders: David Ben Gurion, Golda Meir, Menachem Begin, Yitzhak Rabin. People were really touched by them. Well, of course, not as many people as were touched by former President Katsav.

A more recent aim was former prime minister Ehud Olmert, sentenced earlier this month to six years in prison on two counts of bribery. You guys are tough, quipped Leno. You sentenced your former prime minister to six years in prison -- did you hear Olmerts defense? Not the best strategy. He blamed the whole thing on the Jews.

Both Leno and Bloomberg are set to end their visit Friday, clearing the way for the much more formal papal visit of Pope Francis in the holy land and Jordan starting Sunday, and, later in the week Justin Timberlakes concert in Tel Aviv, part of his The 20/20 Experience World Tour.

Ahead of his hosting duties, Leno was invited for a sit-down meeting yesterday with Netanyahu, who welcomed him by saying, I'm glad you left television and came to Israel. Thank you for the long and funny nights. Leno humbly answered with I hope tomorrow night will be one of them. Thanks for having me -- this is a huge honor."
